UN Libya envoy arrives in Tripoli

A special envoy for the UN Secretary General Ban Ki-moon arrived in Tripoli on Saturday, as the international body stepped up efforts to put Libya on a path towards democracy.
Ian Martin landed at a military airport in the capital, as Ban said the world body was ready to assist in re-establishing security after the nearly seven-month uprising that ousted Moamer Kadhafi.
Libya, under the interim guidance of the transitional authorities, may hold parliamentary and presidential elections within 20 months, said a programme presented to the ‘Friends of Libya’ conference held in Paris, on Thursday.
The programme for a transition to democraticrule may also see election into a Constituent Assembly within eight months.
The Constituent Assembly is expected to draw up a new constitution, to be subjected to a referendum to determine the type of political system to be adopted in the north African nation, as well as the electoral law to guide elections.
The Paris meeting was called to drum support for the National Transitional Council (NTC), now regarded as Libya’s legitimate representative, and to raise much-needed funds for the running ofthe country.
About 15 billion dollars infrozen Libyan funds are to be released to the NTC authorities for the provision of necessary social amenities, including water and electricity, and the running of government. (PANA/NAN)
